I warned you last month big changes were on the way and here they are, and boy are they big .......... don't shoot the messenger !!

Migration shake-up

Earlier this week the Federal Government announced a revamp of the skills migration program, which will see the Migration Occupations in Demand List (MODL) phased out and a shift from occupation-based employment to a focus on specialist skills.

Under the plan, MODL will be replaced by mid-2010 with the new Skilled Occupations List (SOL), which will focus on high value professions and trades. The list will be reviewed on an annual basis, but Immigration Minister Senator Chris Evans said changes and updates will be minimal, thus removing the volatility of MODL, where occupations were added and removed regularly.

The SOL will be maintained by independent statutory body Skills Australia, which was set up as part of the Skilling Australia policy in 2008.

The changes have been met with mixed reviews. Some industry sectors - such as education - will be hard hit as service providers currently providing courses catering to professions on the MODL will be made redundant.

In addition, the tourism and hospitality sectors could face serious vocational labour shortages in 2010 as a result of the changes Education and training provider Hostec International has called for clarity around the changes. According to Hostec, while abolishing MODL will make it harder for fraudulent educators to operate in Australia, the staggered SOL review will make it harder for international students to make informed decisions on vocational courses that the tourism and hospitality sectors rely on for skilled, workplace-ready graduates.

"While we welcome the Government's decision to tighten the international education sector through such mechanisms as the abolishment of MODL, the lack of clarity in changes to the SOL will make Australia less attractive for students. We've already seen increasing numbers of students considering the US and UK ahead of Australia due to confusion over education and immigration policy," said Hostec International managing director, Raman Nambiar.

"The reality is that many of the jobs on the SOL are there because there are relatively fewer Australians keen to take them up. The tourism and hospitality sector relies on international students who have gone through high quality vocational training; without them, many would not be able to stay in business.

"We've already seen undeniable indications of significant skills shortages across the tourism and hospitality sector by mid-2010. How long these shortages last will depend on how quickly the Australian Government can clarify any changes to the SOL, and how effective they are in communicating the clear pathways to studying in Australia to international students and their agents."

As one of Australia's leading providers of hospitality and tourism industry education, Hostec International is actively seeking clarification on the changes. With rapid guidance, it maintains it will be able to continue attracting students and in turn, continue to provide top-quality candidates.

"Our vocational courses set industry benchmarks for completion and post-graduate employment rates. Demand for our graduates is only getting stronger, and we hope the revised Skilled Occupation List reflects this," Nambiar said.

With the new list of skills to be unveiled in April, it remains unclear if occupations relied on by the hospitality industry - such as culinary vocations - will be deemed priorities. If not, vocational students and immigrant hospitality professionals will need to seek sponsorship from an employer in order to secure residency - and address the growing need for skilled vocational labour in this industry.

"We're working with industry and Government to identify ways for the tourism and hospitality sectors to navigate the changes ahead of the unveiling of the revised SOL in late April. Until then, however, we're suggesting that our industry partners review their hiring strategies and consider how to proceed in the event hospitality is not granted preference," Nambiar said.

Last year has seen Australia’s population grow at its fastest pace since 1989.
The country’s population reached 21.4 million in 30 June 2008, an increase of 1.7% or 359,000 people in one year.

Immigration (arrivals minus departures) contributed 213,500 people (or 59% of growth) and natural increase (births minus deaths) contributed 145,500 (41%) to the rise in numbers, according to the Australian Bureau of Statistics.

Surprisingly, New South Wales, Australia’s most populous state, experienced lower growth than any other state except Tasmania.

Western Australia continues to record the fastest population growth (2.7%), followed by Queensland and the Northern Territory (2.3%), Victoria (1.8%), the Australian Capital Territory (1.3%), South Australia and New South Wales (1.1%) and Tasmania (1.0%) for the year ended June 2008.

Global Carnage Update

Hi All

In the news, Australia has been tipped as one of only a handful of countries that will avoid slipping into recession or only in a minor way. The Organisation of Economic Cooperation and Development (OECD) has predicted growth will weaken from 2.5% to 1.7% in 2009 before growing again to 2.75% in 2010.

This bucks the trend of the richest economies in the world that are predicted to shrink by a collective 0.4 percent next year. The French think tank estimates the US economy will contract by 0.9 per cent, Britain's by 1.1 per cent, and Europe's by 0.6 per cent.

The OECD also anticipate that unemployment levels will rise to 6% by 2010 however we suggest you should focus on the positive side of this unemployment number. Mainly, for 94% of the population nothing will change - accept loans will be cheaper, petrol will be cheaper, property investment will be more affordable and shares will be at bargain basement levels.

In Australia, as confidence returns the next 12 - 18 months will offer many opportunities for people who are looking in the right places.

Changes to General Skilled Migration (GSM)

Hi All

Below is a summary of the changes to the General Skilled Migration (GSM) program which will be introduced on 1 September 2007.
English Language Ability
Applicants who hold a passport from the UK, Canada, New Zealand, USA and the Republic of Ireland will be exempt from sitting an IELTS test but the points for this factor will be reduced from 20 to 15. The number of points will, however, be increased to 25 for applicants who choose to sit an IELTS test and who score a minimum of 7 for each of the four components for Listening, Reading, Writing and Speaking. The test certificate is valid for a period of 24 months immediately before an application is lodged with DIAC.
Migration Occupations Demand List (MODL)
Applicants whose nominated occupation is on the Migration Occupations Demand List will be awarded 20 points (with a job offer) or 15 points (without a job offer) providing they have worked in their nominated occupation or closely related occupation for a minimum of 20 hours paid employment for 1 year out of the 4 years immediately prior to lodgement of their application.
Recent Work Experience
The threshold criteria have been changed to having worked for a minimum of 20 hours paid employment per week for at least 1 year in the 2 years immediately before lodgement with DIAC for any occupation nominated from the Skilled Occupations List.
Specific Work Experience
The criteria for the award of these points has not changed with the exception of recognising applicants whose nominated occupation, for example, is Accountant (60 points) and whose Specific Work Experience is Internal Auditor (50 points) as being eligible to claim 10 bonus points as the occupations are closely related.
Australian Work Experience
Applicants who have completed at least 12 months skilled work experience in Australia in their nominated occupation or a closely related occupation will be awarded 10 points.
Pass mark
The pass mark for the Skilled Independent category will remain at 120 but the pool entry mark will increase to 100.
The pass mark for the Skilled Australian Sponsored category will be reduced from 110 to 100 points but the 15 points awarded for sponsorship will be abolished.
Bonus Points
The 5 bonus points awarded for capital investment of A$100,000.00 is to be abolished.
Assurance of Support (AOS)
The AOS is to be discontinued for GSM applicants and will also apply to applicants whose cases have not been finalised before 1 January 2008.
Interdependent Relationships
Interdependent relationships are to be recognised for GSM applicants who have demonstrated a committed and ongoing relationship.
Sydney and Selected Areas Skill Shortage List
The Sydney and Selected Areas Skill Shortage list will be abolished.
Skilled – Regional Sponsored (formerly Skilled Independent Regional)
The pass mark will be reduced to 100 with 10 points being awarded by the participating State or Territory.
Visa holders will also no longer need to be sponsored by a State, Territory or employer in Australia provided they can demonstrate that they have fulfilled the conditions of their visa in respect of living and working in regional Australia.
Skilled – Regional Sponsored (formerly Skilled Designated Area Sponsored)This category will be points tested (pass mark 100) with 25 points awarded for sponsorship from the relative residing in the designated area

We have just completed the latest update and release to the website, with new features for even greater communications and information sharing.

The website now has Skypecasts (free Forums) a series of White Papers, Webinars and a link to this Blog.

The additional key features add even greater services to help support you in gathering information to make life changing decisions, that are going to be the right and positive

Moving to Australia - made easier !

I have Set up this Blog to assist people considering a move to Australia and to inform you of the services that Oz Migration has to help you complete that major journey, or help you appreciate that it may not be for you at all, or perhaps not just yet !

I have been busy along with my colleagues in setting up this extremely comprehensive website and online services for immigration support, visa application submission, recruitment and business purchase (consulting).
